Vodka can be made from any fruit, root or grain; anything containing starch can be fermented and distilled into alcohol. It is deemed alcohol made for vodka when it surpasses a level of purity above 190 proof coming out of the still. This is called the high-proof. Once the high-proof is diluted down with water to 80 proof, it then becomes vodka.

There are less fusel alcohols and acetones, the bad alcohols that you do not want. They produce heat and a bad hangover the next day. Distilling sugar cane produced less of these bad alcohols as a by product.
